SMART Pool™ Update

August 12, 2022 – AS NOTICE TO ALL: Beginning Monday 8/15/22, HLT Chassis Depot will no longer be a chassis pickup or return location for the SACP/CCM pool.
Motor carriers will not be able to bring in an SACP chassis beginning this date.

SCPZ SMART Pool™ chassis will only be provided for pickup within the HLT Chassis Depot.

Bare SCPZ chassis on the terminal itself are in use by SCPA for vessel ops or may be held in storage, Terminal Use chassis will be marked with a decal designating their status and are not to be picked up by motor carriers – you will be turned around on the out gate.


SMART Pool™ Update #7

Once you enroll for our SCPA SMART Pool™ at www.scspa.com/smartpool, a member of our team will send out a link to our SCPA Chassis Interchange Agreement for your review and signature via DocuSign. Only individuals with the authority to do so at their respective companies should sign the SCPA Chassis Interchange Agreement.

Once this is completed, we can proceed with finalizing your enrollment into the SCPA SMART Pool™. At that time, we will provide pickup information for the SMART Pool™ at HLT.

Please note only motor carriers who have completed our enrollment process will be approved to use SCPA chassis equipment on August 15th.

SMART Pool™ Update #6

August 5, 2022 – SCPA would like to thank all motor carriers enrolling for the SCPA SMART Pool™. Our chassis logistics team is working to complete the enrollment process for enrollees and will be sending out confirmation via invitations to our chassis management system once customer profiles and accounts have been created. Chassis pickup information will follow this confirmation.

Please note only motor carriers who have completed our enrollment process will be approved to use SCPA chassis equipment on August 15th.

SMART Pool™ Update #5

SCPA SMART Pool™ equipment will not be permitted for use in the rapid rail program until all three Charleston terminal chassis depot locations (HLT, NCT & WWT) become active for SMART Pool™ Pickup/Returns. This is projected to be complete end of calendar year 2022.

SCPA Direct leased chassis may be used in rapid rail but as a reminder they cannot be dropped on the terminals or rails.

Only motor carriers who have completed our enrollment process at www.scspa.com/smartpool will be approved to use SCPA chassis equipment on August 15th in the SMART Pool™.

August 1, 2022 – Only motor carriers who have completed our enrollment process will be approved to use SCPA chassis equipment on August 15th: www.scspa.com/smartpool.

We have noticed some confusion on the insurance endorsements required for enrollment in the SMART Pool™. Please reference our SMART Pool™ Insurance Requirements document on our website at www.scspa.com/smartpool: for example, images of the insurance policy endorsements along with SCPA SMART Pool™ insurance coverage requirements. Your insurance brokers should be familiar with the insurance documents that we require and can help you get them.

SMART Pool™ Update #3

July 29, 2022 – The pre-enrollment phase has begun for the initial launch of our SCPA SMART Pool™ at Hugh K. Leatherman Terminal (HLT) on 08/15/2022.

As a reminder, the HLT chassis depot will become the first and only active location for SMART Pool™ chassis pickups and drops on this date. Remaining SCPA terminals will transition individually over the remainder of 2022 so as not to disrupt service in the market – the Go Live date for SMART Pool equipment pickup/drop at each terminal will be communicated in advance.

To begin using SCPA Chassis, you must first enroll in the program by visiting www.scspa.com/smartpool. A link to the application is posted on this page as well as a summary of our program. Enrollment is only to be performed by individuals with the authority to do so at their respective company. Only motor carriers who have completed our enrollment process will be approved to use SCPA chassis equipment on or after August 15th.

With the beginning of our pre-enrollment phase, we have noticed some confusion on the insurance documents required for enrollment in the SMART Pool™ . Below is a summary of what insurance documents and coverage levels motor carriers will need to provide to complete the enrollment process for use of SCPA chassis equipment in the SMART Pool™:

  • Commercial Automobile Insurance – minimum $1,000,000 coverage.
  • All Risk, Loss, and Damage to trailer coverage (Chassis coverage) – minimum $30,000 coverage.
  • Commercial General Liability – minimum $1,000,000 coverage.
  • Workers Compensation Coverage – as required by the state.

Please note SCPA requires enrollees to provide certificates of insurance (COI) along with copies of insurance policy endorsements noting SCPA as an additional insured, loss payee (for chassis interchange coverage only) and waiving the carrier’s right of subrogation. The insurance policy endorsements are not the same documents as your certificates of insurance. Your insurance providers should be able to help with the required policy endorsements if you pass this message along to them. If you have blanket endorsements, then a copy of those endorsements or policy pages should be provided. A COI alone is not sufficient to evidence the required coverage.

SMART Pool™ Update #1

South Carolina Ports is receiving new chassis equipment monthly as we prepare for the launch of our SMART Pool™. In order to meet the needs of the market, we have deployed some equipment early via direct long term lease. Feedback from chassis users has been very positive, and the deployment of the chassis has helped in clearing backlog on our terminals.

The chassis are prefixed SCPZ and have the South Carolina Ports logo on the frames and mud flaps. We still have some 20ft inventory available for lease. Please direct any interest to chassisleasing@scspa.com.

As a reminder to all, SCPZ chassis currently on the streets are not part of the South Atlantic Chassis Pool. They cannot be dropped on the marine terminals or rail ramps, but must be kept in the leasing customer’s rotation or yard.

We will be sending out more information on the initial start of our roll out plan for the South Carolina Ports owned and operated SMART Pool™ in the coming weeks. If you have questions or would like to enroll early, please email: chassislogistics@scspa.com.
